The Deputy Commissioner plays a pivotal role in the District Administration. Deputy Commissioner not only monitors the functioning of all the departments but also coordinates, formulates and implements the policies of the government. He heads the district administration. He is responsible for efficient working, placement and training of the staff. The DC Office directly supervises the Coordination, Human Resource Management, Civil Defense and Sports Wings. During the last three years, the DC’s office successfully and smoothly completed the transition from the old system to the new devolved system. The devolved offices were restructured, staff was distributed and offices were furnished to ensure efficient functioning of District Government Departments.
The salient functions of District Coordination Office are enlisted below:
Coordinating Functions
- Coordination of District department with the provincial and federal departments
- Coordination among all the provincial and federal departments in the district
- Coordination during major events like elections, Muharram-ul-Haram, Ramzan-ul-Mubarak etc.
- Approval, coordination and monitoring of developmental schemes
- Coordination in connection with relief work especially during flood and other calamities
- Deputy Commissioner is Chairman of District Sugar Cess Committee and he supervises the development of infrastructure
Regulatory Functions
- Supervision and control of all government departments
- Processing and issuance of arms licenses
- Stabilization of prices of essential commodities by holding the Sunday / Jummah and Sasta Bazaars
- Management of prices of essential articles by chairman of District Price Control Committee
- Supervision and control of major purchases / procurements of all the government departments
- Chairman of District Sports Committee, District Drugs Quality Control Board and District Benevolent Fund
- Deputy Commissioner is Custodian of Cypher
- Processing and issuance of Domicile Certificates
- Maintenance of financial discipline as Principal Accounting Officer
Establishment Functions
- Disposal of service appeals of government servants from BS 11 to18
- Appellate authority
- Maintenance of discipline among public servants working under the government
Miscellaneous Functions
Other functions of the department are enlisted below:
- Arrangements for the visits of the VVIPs like President, Governor, Chief Minister and other dignitaries
- Lending support to various NGOs working for the up lifting of common people. Particularly, District Red Crescent Society Jhang and Jhang Education Trust etc are supported
- Arrangements of public functions / rallies in connection with the celebration of national days / important national causes etc
- Disbursement of monetary compensation / financial grants to the heirs of the deceased persons, received from the federal / provincial governments and Overseas Pakistanis Foundation
- Promotion of quality education by managing / establishing Chenab Colleges as Chairman of Jhang Educational Trust and enforcing discipline among other government educational institutions
DC Office Wings / Branches
Coordination
Additional Commissioner (General) is the Officer Incharge of the Wing. He coordinates with all departments on behalf of Deputy Commissioner. Besides many trivial functions, ADC (Gen) performs the following duties:
- Keeping in view the increasing amount of vehicles, establishment of petrol pumps / cng stations were encouraged. Eleven NOCs for petrol pumps were issued
- Accounts are settled and funds are arranged to clear all financial liabilities including utility bills of ex-DC / AC offices
- Responsible for the implementation of Directives relating to various departments of government, issued by Chief Minister Punjab
- Responsible for Arms Licenses processing, investigations / inquires and forwarding it to the Home Department subsequent to the approval of the Home Department
Human Resource Management
Assistant Commissioner (HRM), is the office in-charge of the wing and he is responsible for rationalization of staff, creation of posts and initiation of disciplinary proceedings.
- Staff working in the defunct DCO offices, Municipals Committees, Town Committees, Zila Council and other devolved offices of the District Government was rationalized and adjusted in various departments of the Punjab Government, Municipal Corporation, Municipal Committees, Town Committees and Tehsil Councils on need basis
- Responsible for finalizing the disciplinary inquiries
- Responsible for finalizing old pending pension cases
- To enhance the capacity building, programmes imparting trainings including Service Rules, Financial Discipline and Basic Computer Skills. The training programs will tremendously develop the working capacity of the staff
Civil Defence
District Officer Civil Defence is incharge of the Wing. Civil Defence Wing played active and vibrant role in providing security against terrorism threats and in preparing the general public to fight against emergency situations.
Sports
District Officer (Sports) is incharge of the Wing for the past three and a half years, the performance of District and Tehsil Sports Committees in District Jhang has been remarkable. The Sports Wing launched numerous initiatives to promote the sporting activities in the district and create awareness among the general public about importance of physical fitness and health. Major initiatives are enumerated below:
- Construction of Sports Complex
- Construction of Multipurpose Stadium at Mela Ground, Jhang
- Construction of Hocky Stadium at the Shafqat Shaheed Ground
- Renovation / repair of swimming pool Jhang Sadar.
District Regional Transport Authority
Secretary Regional Transport authority is Officer In-Charge of the Wing. Salient achievements of the transport authority are as under:
- Procedure of issuance / renewal of route permits has been simplified. In this connection One Window Operation has been introduced
- Operation of ‘C’ class stands, under the control of Municipal Administration has been regularized
- Private illegal stands have been removed
- Special zones have been earmarked by the DRTA for the operation of motor cycle rickshaws and implementation is being ensured through Traffic Police
- Secretary DRTA is imposing fine to the vehicles for violation of Motor Vehicles Rules / Ordinance
