National Commission for Human Development is a non profit organization with the mission to transform lives by providing access to basic education and healthcare in the country’s poorest communities. NCHD is the leading agency fighting illiteracy in 124 districts of Pakistan and helping people to find routes out of ignorance.
With nationwide network of 101 Human Development Support Units situated all over Pakistan and hands-on-experience, NCHD aims at enlarging the scale and scope of the efforts made by the government in ensuring the effective provision of social services. It perceives human development as a process of enlarging choices, building capacities and encouraging participation of communities at the grassroots. To ensure this, NCHD is directed towards supporting government line departments, civil society organizations and the local communities in the sectors of education, basic health care and income generating activities at the grassroots.
NCHD identifies and consequently presents innovative and cost effective solutions to fill implementation gaps, building the capacities of the involved agencies and stakeholders to effectively address the issues hampering the process. Through extensive training programs and capacity building workshops which cater to all the stakeholders involved in the process, NCHD helps ensure a lasting impact. These capacity building exercises are targeted towards government line departments, community based organizations and the community.
What We Do
It functions as the support agency providing both the provincial and federal governments with the technical and hands-on experience to achieve both 'Education for All' and 'Millennium Development Goals' (MDGs) in Pakistan.
Our Mission
The mission is to support the government by filling the implementation gaps and improve public sector delivery mechanisms to achieve the Millennium Development Goals (MDGs) and “Education For All” with focus on:
- Achieve universal primary education
- Promote gender equality and empower women
- Reduce child mortality
- Improve maternal health
We are deeply committed to promoting learning for all people especially for the most vulnerable adults and children who are most difficult to reach. The basic NCHD strategy is to introduce a process complimenting the ongoing efforts to achieve MDGs in Pakistan.
Developing an operational framework to introduce processes that remain consistent with the objective of achieving the MDGs has been one of the cornerstones of NCHD’s strategy. NCHD has adopted an innovative strategy for improving the state of human development, directly focused on people’s needs by acting as a support organization at the grassroots to fill the implementation gaps through community participation.

How NCHD is Unique
Public Private Partnership Model
Public Private Partnership is the distinguishing characteristic of NCHD which combines the efforts of both the government and individuals achieving the best results. This unique model provides basis for a governance structure with more transparent, multi-level participatory management and approval system enabling effective overseeing of implementation / financial affairs of the Public Private Partnership to improve social sector delivery mechanism of public sector organizations.
Lead Agency for Literacy in Pakistan
NCHD was awarded with “The International Reading Association Literacy Prize 2006” by UNESCO in recognition of its contributions in achieving MDGs while Government of Pakistan has declared NCHD the Lead Agency for Literacy in Pakistan
Provision of Easy Access to Education
We have established feeder schools in the most remote areas of Pakistan where no educational infrastructure is available, providing masses an access to education. Through adult literacy centers, people in the age group of 11-45 who either never enrolled or dropped out of school, are provided with basic literacy skills.
National Presence
We are present in 134 districts of Pakistan including FATA, Gilgit Baltistan, and Azad Jammu Kashmir providing people with an easy access to education and health facilities.
Vision to empower the government leading to national development
Our vision is to help government of Pakistan achieve the Millennium Development Goals in minimum possible time. We empower the government and communities by building their capacities and creating a sense of ownership along with public private partnership.
High Level Check and Balance System
Through the establishment of NCHD and PHDF, the Government of Pakistan has set up a two-pronged governance structure to create check and balances systems. NCHD is responsible for implementation of the programs, while PHDF is the custodian of funds for human development endeavors of NCHD.
